Per the code of ASME A17.1, all elevators are to have a fire service feature designed to aid emergency responders during emergencies, such as building fires. Inspections are completed to ensure all components and capabilities of the fire service feature is functioning as designed to do. Anyone can complete these tests providing they are following the requirements of the State of Colorado Division of Oil and Public Safety requirements and completing/storing the proper documentation. Monthly Testing of Phase I and II Fire Service and Quarterly Testing of Emergency Two-Way Communication is to be completed on all registered elevators in the state of Colorado.
Who regulates these inspections?
Colorado Division of Oil and Public Safety (OPS)
Colorado Division of Oil and Public Safety (OPS) is the overarching authority for elevator safety compliance throughout the State of Colorado and manages the OPS Conveyance Program.
Denver Fire Department Fire Prevention Division (DFD)
Denver Fire Department Fire Prevention Division (DFD) oversees the Conveyance Inspection Program throughout the City and County of Denver.
Local Authorities
Local Authorities are counties or municipalities that have entered into a Memorandom of Agreement (MOA) with the OPS to become approved Authorities Having Jurisdiction (AHJ).

Monthly Testing tests Phase I and Phase II of the fire service to ensure functioning properly.
Quarterly Testing
Quarterly Testing tests the two-way communication functionality to ensure operator and occupant(s) are able to communicate.
