Elevators with emergency or standby power systems must meet the requirements of Section 2.27.2 of the ASME A17.1 Safety Code. These elevators must also undergo periodic testing (Section 8.6.4.19) and inspection (Section 8.11.2). This policy establishes the minimum standards for compliance in Colorado.
To satisfy the ASME A17.1 Section 8.6.4.19.7 requirement, a Licensed Conveyance Mechanic must verify emergency power operation during the Annual Category 1 Safety Test by either removing the building’s normal power supply or simulating its loss within the elevator controller. The results must be indicated on the provided test form, verified by a Licensed Conveyance Inspector during the annual inspection. If the emergency power verification fails, the Inspector will note a Temporary Certificate of Operation (TCO) on the report. During Acceptance or Witnessed Test Inspections, the Conveyance Owner must ensure personnel are present to test the elevator on Emergency or Standby Power. If the elevator fails, it will be taken out of service until repaired and retested. In some cases, a TCO may be issued to allow continued operation if necessary.
