Why should my building manager be concerned with elevator and escalator inspections?


Colorado’s Department of Labor and Employment Division of Oil and Public Safety requires that all conveyances receive Annual and 5 Year-Witnessed Inspections to receive your State issued Certifications to continue operating elevators and escalators. The mission of the Division of Oil and Public Safety Conveyance Program (OPS) is to protect the riding public and industry personnel in the State of Colorado from the hazards of dangerous conveyances.

A state safety inspection on your building’s conveyances has several different purposes. For a new device, the inspection serves to make sure that the equipment meets the state safety regulations that are being enforced at that time. It also verifies that the equipment installed complies with the design regulations and rules. Elevators, escalators, disability lifts and personnel hoists are essential in providing accessibility to your spaces. That level of accessibility isn’t possible if you are not in full compliance. If updating work is performed on conveyance equipment, an inspection will ensure that the work performed is in compliance with applicable safety regulations. What is the regulation concerning elevators and other conveyances in Colorado?


According to the Colorado department of public safety’s website, buildings with conveyances are subject to the OPS Conveyance project. They say: 

The mission of the OPS Conveyance Program is to protect the riding public and industry personnel in the State of Colorado from the hazards of dangerous conveyances. To achieve this mission, the Conveyance Program requires that: All elevators, escalators, dumbwaiters, wheelchair lifts, APM (i.e., the train at DIA) and other regulated conveyances located in the State of Colorado be registered with OPS; The installation, alteration, maintenance, testing and annual inspection of regulated conveyances is completed according to the Colorado conveyance regulations, industry code and the standards adopted in statute and regulation. All conveyance contractors, mechanics and inspectors maintain a current license issued by OPS to ensure that the installation, alteration and maintenance of conveyances in the State of Colorado are completed by qualified personnel. The Conveyance Program may also delegate regulation authority to municipalities, counties or other authorities having jurisdiction (AHJ) if the AHJ has established a conveyance regulation program that is equal to or more stringent than that of OPS.
